Storyline agents don't have a quality. They're all 0.0. Thus, if I recall correctly, the quality of the missions they give are only based upon the level, not even system security or standing.

I think one of the big takeaways from this is that no matter how expensive a ship is you can lose it in a heartbeat if the situation is wrong. No one ship is built for everything, really.

The basic rule here would be not to jet can mine. If you don't like the risk associated with it, don't do it. There are lots of other ways to mine without running into issues with people stealing your stuff, or suckering you into attacking a bait...
